I have also increased the count of named cities to 20 (from 15), for good measure.
Can you share what moment in the game it occurred, what your game setup was and an idea of what mods you had enabled?
Those errors can absolutely get thrown when there's bad code/files in a mod, but can also occur when the game 'maxes out' on the number of assets being used, for example. Very occasionally, they can also be one-offs.
I am not saying it definitely isn't my mod - but this is the first such report of this I've heard and in all of my testing it never happened, either.
Happy to try and help if you are able to share a bit more detail.

I'll be honest - I don't really take commissions; mainly because I have a list of things I have already 'come up with' and it's a list that is longer than the time I have to do it all.
In terms of the ease, or speed - the animated leaders are not based on existing mod artwork, so it's immaterial as to whether I base it on an existing modded leader or something 'brand new', as it were. For me, the interest lies in creating good quality civilizations/leaders that are not represented. I like the process of coming up with the civilization design/artwork - the leader artwork is the last piece of the puzzle, usually (because it's the biggest job).
I am not the biggest fan of making versions of other people's mods - especially where they've done a good job already. The trade-off in terms of value is lower. I'd sooner make them a 3D, animated leader that they release as part of their mod - rather than release something separate to theirs that has overlap.
What would be easier/quicker or even more interesting for you to make, Animate an existing modded Leader like JFD's Stalin, or creating one unprecedent by scratch like JFK?
