The library is in a guard room in the bottom right. You have to knock out a guard or do a quest to get the outfit

Ah good find. Should be fixed in new save files.
Interestingly enough, the barrier only appeared when entering from that specific vent. It never showed up when entering from any of the first floor ones despite them being connected.

Hello, I found one vent tunnel when enter from 2F, there's invisible wall block in vent. Hope you can fix it.

The stairs are a developer only item just like the swat. The mod that I used was just called MapEditor but it should be the one of the first results when searching

Theres a hidden menu that lets you manually place npcs. If you look close enough you can find two repair guys as well
