Does this still work in 3.8?

Unfortunately there's no way to extend this to ships, starbases or starbase modules & buildings, only to buildings & districts on planets

Hmmmm, haven't tried it on a planetary building yet, but it doesn't appear to work when downgrading a Starbase or Citadel back down to an Outpost. And that's mostly why I got it. I took over an alien system, and the AI just made fully developed and expensive to maintain, Starbases in empty systems with no reason or purpose. I was hoping to recoup some of those considerable resources but alas....it's not happening.

Cannot wait to try this one out. Sometimes planets need some reworking with buildings and is sad that I don't get a refund in the resources. Thanks
