Yeah I changed the dimensions of them to 28x32 and they worked fine

I think I found the issue, the dimensions of the image are wrong.

The default shellphone texture dimensions are 28x32 and the texture of this tweak is 32x32

I wonder if it's because the Shellphone after first making it changes to being called Shellphone (Home, etc)? So it's not just called a Shellphone anymore?

Huh, yeah it doesn't work for me either. Moved it to the top of the list and still nothing, which is odd since it looks like it should work.

This doesn't seem to work? I got it subscribed, it shows up and adds in the setting ingame, but it doesn't effect the item at all it seems.
