Tested this for a while, "observed" a province with 100 devastation for about 15 years. Unfortunately no effect on dev.

Don't think this need an update, it creates a new file with its own modifiers.

Yeah, it's because I notice the tick rate for devastation is surprisingly small most of the time since usually your armies have better stuff to do than just sit there and loot lands.

Troops staying at enemy provinces (looting them) increase the devastation quickly. I am still testing the changes and evaluating them though; thank you for the suggestion, I will surely consider it!

You see, the problem is, it's actually rather hard to get to 10% or higher devastation in the first place unless a war drags on and on for years and years. I'd lower the threshold to something more like, idk, 2%.
