I tested all the other state troops skills and they didn't seem to apply. So if you did set some of them to apply, they don't seem to be working.
Looking forward to your future updates, your Reiksguard mods really help the empire stand up to late game opposition troops.

When recruited to Karl Franz's army, they get the benefit Imperial Special Forces, but they don't benefit from any other skill specifically mentioning Reiksguard such as Taste for Battle.
They also don't gain any bonuses from skills like the description of the mod states, none of the State Troop skills apply to them either.
The tech for infantry in general applies to them at least.
Would you consider changing it so just the specific Reiksguard techs apply to them?

I didn't find the time to properly play Warhammer 3 so far, thus the balancing might still be a bit rough but I wanted to port them over and make them playable as soon as possible. They should be fully functional but based on feedback i will further adjust their balancing.
