In regards to the incompatibility. The hero spawned for me while using Mixu's mod and playing as Teclis. Perhaps it was something on Mixu's side? Cool mod, btw. Thanks for this.

Its might very well be broken as I havent played WH3 in a while and therefore also didnt update the mod. Cant promise as to when ill be able to fix it.

The Lord moves but has no skills.

I tried this and didn't use Mixu Lengendary lords and the hero has no skills, cannot move or get into the army.
