Figured out why I couldn't see it before after one of my friends had the same issue.
To see and use the "Show All Characters" check box, you need to have "Show Advanced Settings" ticked to ON in "Misc Options." May be useful to list that for others.

Also gotta say, thanks for not doing anything with the bestiary/clones/character sounds. Appreciate not having to set them to default with another resource pack when I load 30 different skin packs lol

In the "change skin" menu (after picking a character to change), you need to make sure the check box at the bottom labelled "Show All Characters" is ticked, otherwise the skin will be locked to Coda. Hope that helps!

Can't seem to select this skin on any character except Coda though, who I don't even have unlocked :-(
