Anyways, I've copied your solution on new mod file based on EBM and gave it priority 20. Seems to be working just fine.

I believe Empire Building Mod changes unist upkeep, but it may as well be some other of 71 mods I have installed :O

I don't think Empire Building Mod changes anything to do with the unit Tier lists. It'd have to be a mod that changes the exact same entries I changed.

It'd most likely be a balancing mod, or something that changes unit upkeep or experience.

As much as I love the idea it doesn't seem to work with my mod collection, by description I suspect Empire Building Mod compatibility issue. Is it possible to get the patch for it?
