I'm not sure, I've never encountered that before. I would try verifying game (right click the game in steam and under "installed files" click "verify integrity of game files"

It's a base game decal. It shouldn't be missing unless you added it to your skip list.

I like it but needs to have higher capacity. I think its like 2 or 300. For the size and being "downtown" it ought to have a much higher cap.

Man i´m absolutely in love with your work. Your condos and modern buildings are scattered all around in my recent city i´m building on (it´s a recreation of Manhattan) and the buildings fit in so well. Keep up this amazing work.
