Yes, they exist together. You have to remove Lyria, Rivia and Cintra too from the city-states list if you want them as major Civilizations

Aedirn final update (I hope)
-Changed ability of the Elven Commando to: +15 Strength for each building in the Encampment. This removes the previous ability bound to the Preserve, and therefore the requirement to own the "Vietnam & Kublai Khan pack" DLC. (yay)
-Changed ability of the Aedirnian Industry Center to: +1 Production for each adjacent Mine, Quarry or Lumber Mill. +2 Production for each adjacent Resource of any kind.

The leader description in game doesn't say the IZ has no adjacency from districts.

Also noticed on the previous mod had only 15 city names. Please add a few more for large maps.

@Vadenko found the problem, as I suspected. The Elven Commando unit requires the Preserve district, which is added in the "Vietnam & Kublai Khan pack". I'm inserting it as required content but I'll think about if changing the ability for non-NF pass content

Cool idea to take special Aedirian forces form books and adding them to the game.

However, I hoped for Lyria and Rivia as a separate Civ (with Meve as leader). :(
