CA doesn't pay you for this, so STFU and go away while others find small mods that bring them joy while we wait for CA to actually pull it's head out of it's ass and give us IE.

You are right, these things that are part of Warhammer 1 and 2, which are not useable/playable/visible in Warhammer 3 are blocked and require the purchase of the mentioned games.
In this specific case: the mod does not add any blocked content since all units are new units (entirely new units, no copy and paste etc.).
Furthermore nearly all assets/models are new too. There are no (maybe a few) vanilla assets within this mod - and even if so, the Empire is part of the Chaos Realms campaign.
Assets/Models themself are not on the block list since every owner of Warhammer 3 have these files within the game files.
The Empire, which this uses many assets from, isn't playable in the Realm of Chaos. It will be playable in Immortal Empires and will require owning Warhammer 1. You didn't list that requirement to use the mod.
I suggest taking this down, waiting for Immortal Empires, then re-uploading it with the requirement of needing to own Warhammer 1.
