it's a new NPC wearing brown magicka robes, some people reported him not appearing - if that's the case some other mod might prevent him from spawning in the tavern

@GrrBanana try moving the mod around in your load order, maybe another mod you have installed also alters the Frozen Hearth and therefore prevents the merchant from appearing

I hate Nexus, purely because the downloads from there infect my computer with toppling viruses. I can't use that place without my whole computer blue screening or crashing.

Guys with the steam error 2, go to nexus. I know it pains you. It pains me too. But it works better on nexus, it's like 15MB instead of 41. If you don't want to, fine, but this is an awesome mod.
