This bug appears if you change and play another country in your saved game. Or if you use the console command (for example to give to the AI the control of your country).

Ok, I reported this pop up bug to Paradox. I have just tested a vanilla game and I experienced this bug too. I searched for previous reports on the same bugs, and some players also have it (sometimes for a long time). I remember now tha I had this bug last spring with my friend, during a multiplayer game, and I thought it came from the mod or the multiplayer. OMG...mod's files are a mess. I think I have melt some file sform the 1.10.8 and from the 1.11.3 version. I am working on it to patch it asap. Sorry for the inconvenience.

@Martin. You're right, there is a problem of pop up display. I am investigating the issue. For the moment I can suggest your temporary solution : when you see the timeout icon of the pop up, reload the game to the previous save (make automatic saves every two weeks or every week). After reloading the game, the pop up will be displayed.

Are you playing a single or multiplayer game ? Multiplayer can cause pop up events not displaying for one of the player. Because it's not ironman compatible.

I am downloading the 1.10.8 version of the game for try to find the bugwith the 1.10.8 version of my mod. Try to unsubscribe the mod then subscribe again. Then, close steam and reload it.
Be sure to use only my mod (not even one of your own mods).

Your mod for the 1.9 version does not cause these problems.

The in-game news pop up and event pop up will not appear. I don't think we have made any modifications to these elements as you mentioned, but historical portraits by themselves also cause this phenomenon.
