Okay, after a lot of testing I'm pretty sure your mod causes a whole lot of the trailer park
population to become zombies with large backpacks and riding/military boots.
I was going through a two digit number of mods (disabling, enabling) to figure out where this is coming from, because it's not vanilla.
Spawning in a trailer park, you now get the 2nd best backpack almost for free. Then you can loot another 20-50 of those. The next unbalanced thing is that there's a high chance for those zombies to carry annotated maps in their backpack. I set it on extremely low, but after 3 days, I've got like 12 of those and like 50+ military and riding boots.
I hope that's just a mistake in your clothing.xml, because otherwise I really like those caps.
I know what you mean. I personally like the beanie you mentioned, and I will check it out if I can.

Yes, they spawn in the zombies head. There's a small chance (at least in my tests) you will see some zombies wearing my hats in your game.
