@Felonious Earl the Dead Cat It is based on a template of some vanilla building. If the game won't let you plop it despite having a treatment plant, you might have broken mods or your game is corrupted

ive been up high enough to see in that weird structure on the roof. you nailed it. literally a series of giant HVAC units.

Another gem! Amazing detail and a perfect fit for any downtown besides an NYC build. The entrances really bring this to life for Cities Skylines.
