I died nearly instantly because my soldiers couldn't even take 1 zone. Fun though and it's creative.

Thanks a lot for the feedback! I think having access to the military so early on might have been a problem. As for intel and effectiveness, I do have some ideas on how to change it up. Unfortunately, I cannot give insurgents tanks in the Scenario Creator as it stands currently.

2. Playing around with soldier effectiveness in different regions so that starting in remote areas is more viable and taking the flatlands and cities more viable.
3. Enemy tanks?
4. Utilizing a significantly nerfed version of the development director map "experts" to roll out initiatives in specific areas and to significantly reduce the cost of civilian initiatives that are rolled out to really emphasize the fact that the international support is covert rather than overt.

Overall this is an interesting scenario that I'll be watching, but I feel like it has some pacing problems overall. Being able to recruit soldiers immediately and raid the cities feels a bit wrong to me and dealing with the enemy is more about containment than pushing them back due to the map and where the enemy usually spawns. Here are some suggestions:
1. reduce player agency by blocking soldier initiatives and making intelligence over a region a deciding factor in winning fights to enhance the "resistance" and spying aspect of the game.

Thanks to all of you for the feedback! I will most likely change the scenario to address how quickly the player builds up momentum without crippling them in the early game. However, the scenario creator is limited in that I can't make initiatives directly lower enemy strength and capability. However, I can place arms caches and additional soldier strength upgrades to simulate progress against the enemy.

Good scenario, some interesting ideas and options for the player. That said, you do snowball VERY quickly, and even on Mega Brutal I never really felt like I was at too much risk. Still, I enjoyed it.

Excellent work but man, that was BRUTAL! And I played on Easy! The Insurgents' mountain-top fortress is especially difficult to breach, even with the vast improvements to National Soldiers. I feel they had some titanic advantages and not enough in the way of "Reduce Power" through initiatives.

I liked all the new flavor text all around. The commissions about reparations, homes, and new tactics such as spies are great flavor.
