No you're supposed to extract it and replace the voice files manually.

It won't work even with snd_rebuildaudiocache and putting the .vpk in the workshop folder

i think my only way is i replaced boomer voice files into the "new folder" and i replaced the boomer voice files with monokuma voice files and it works, i really hope there's kokichi japanese voice pack for ellis ^_^

Do you know how to put the addon into your addon folder? Extracting the mod, and taking the content out to replace the existing boomer files works too.
