It's not as bad as I had originally thought, upon playing around further. The rate of fire in tandem with the single round seems balanced enough.

To add, it may make more sense in terms of progression to unlock the battle rifle with blowback operation. But thats just me.

Seems to outclass the assault rifle in every way. The rate of fire is almost the same, plus the more damage and range on top of that.
I think it would be cool if it was slightly slower rate of fire plus slightly higher range than the assault rifle, but damage the same. Should feel like a slightly faster bolt-action, in my opinion.
