The original road by Network Extensions 2 didn't have an elevated segment, hence why this road does not have an elevated segment.

Nope. CS1 cannot elevate narrow roads.

Why can't this road be elevated? It's a great in-between gravel and basic two-lane - two-way.

This is the only road that makes it possible to have no pavement at the entrance of the building.

I have added a new collection that contains all of the Network Extensions 2 roads for a one-click download of the set. It can be found here:

I may add that ability when I have finished recreating all of the roads, for now, the master collection lists the road types found in NExt2, and then all roads of a particular type can be downloaded with their respective collection.

Because your roads don't require a MOD or other content, have you thought about putting them into a single download all link?
