Specialised "tourism" maybe? I'll try that.

(I'm currently not using mods to go for achievements. If I play my other city some time, I'll try out that mod you mentioned)

Secondly, i see what you mean & it could also be a hotel IRL. Anyway, i dropped a residential building based on this style:

First of all, it's a (growable) generic office level 3. I have no clue why it doesn't up in your city.

However, you can use the "Plop the Growables" Mod to build it manually:

I think this design would work better as residential, in real life. Apartments, condos, whatever one wants to call them. :)
