Well, when it comes to the STALL and GCAS function, it all depends on your own configuration, and your aircraft's stall parameter, as im assuming this is what you mean. Every aircraft has a different stall speed depending on the surface squaremeter of the wings.
The seat Pitch input is connected to the WS on the seat, and that is solely for the Stall function (since we dont have realistic aerodymanics in Stormworks, one have to adapt)

Yes i dont see why it couldnt. Although the STALL function would not work correctly. GCAS could with some adjustments.
