The decision is broken because the mod has not been updated in nearly 4 years... and the Latin Empire is formable in vanilla now.

Okay thanks i had every province i needed but the title of byzantine empire wasnt destroyed so i didnt get it thanks for the help

@ozen make sure you have the entirety of the kingdom of thessalonika, there are a number of islands in the sea that are part of it. And make sure you don't actually hold the Byzantine empire title (it has to be completely destroyed).

So i have duchy of thrace county of bizantion and im the kingdom of thessalonika and the bizantine empire has been eaten by me/arabic empire and still i dont have decision to create latin empire, and yes im catholic independent king
