The file "root\materials\vgui\hud\scalablepanel_bgblack.vtf" will block the bars from being fully transparent, so you would need to make that texture transparent using photo editing software in order for the colors to pass through

The file is located in root\resource\ui\scoreboardsurvivor.res
On line 274 you can replace "VersusBrown" with your own rgb value (Example: 255 255 255 45)

Sorry for the lack of a reply. I'm not sure where the vtf or script for that menu is located. I've searched all over the game files and couldn't find it :/
