One little mistake: War criminal Oskar Dirlewanger was SS Oberführer. His epaulettes are the of colonel and the same as SS-Standartenführer (who is the equivalent to colonel at Wehrmacht). There is no comparable rank in the german Wehrmacht, but Oberführer was definitely NOT a general.
Please update it then!
Actually, it was just for me personally, but since it was more work than I thought, I think you can at least save yourself some time.
I didn't include the EXP adjustments because I'm fine with the vanilla settings.

I dug into 00_Skills.txt file in the Unit Leaders folder of the vanilla game and can advise that this is missing from your version:

This is added at the end of the file. Cut and pasted it into your mod to test and see if this was the cause of the zeroed agent rank and inability to gain XP and sure enough, this fixed that issue. Just thought I'd post this in case it helps.

Germany will have these Generals regardless of if they're AI controlled or not.

Updated the code, the Admirals are now there! Apologies it took so long.
But i think now there are no admirals for the navy?
