@Ian Not everyone wants to - or even can - plop buildings down (e.g. PS4 players). If you want such buildings to grow by themselves, then they need the appropriate specialization, or they will never spawn in a specialized zone. And because so few people upload specialized zoned versions of their commercial buildings, a lot of people simply never bother with these kinds of zones, because there isn't enough variety in the buildings that will grow.

I myself am usually a building plopper, to be sure, but sometimes it's nice to just zone stuff and let it grow.

@exculator Thanks for pointing it out, I changed it in the description. I can upload a leisure version too, but can't people use find it to place it wherever they like? Or is there a game mechanic that makes it necessary for the building to be a speciality?

You might like to upload leisure and/or tourism versions too; the speciality commercial districts get little love on the workshop, and this would be a good fit.
