Model gets bugged when not using eagle eye

Did some testing and it appears you are right. I know I had Eagle Eye selected but maybe somewhere in the mix I didn't activate the mod after all. My bad, mate. Mod works fine.

you either don't have the commander selected or didn't activate the mod, works fine for me

Not sure if you're still developing this mod but, it no longer works. Nothing listed in the commanders description nor is the laser visible in passive or active commander ability.
