@SeanJAnimations It's a paint effect applied to the normal track. You need to apply two effects to get narrow gauge track. I believe both are found in the category next to track itself.

One effect gets rid of the main rails, and the other effect adds narrow gauge rails in between the main rails (or, if you got rid of the main rails first, just adds the narrow gauge rails.)

These are only cosmetic effects, though. As far as the game is concerned, all track is the same.

So, I've been trying to find the "Narrow Gauge" track, but I can't find it, and I want to make a custom layout with the track, could someone possibly help out?

Hey now that the new quickmod update is out do you think you might try to animate the rods on the steamer. If not that's perfectly fine it looks good either way

couldn't you do that in blender with the obj file?

Would you consider doing a non-narrow-gauge rescale of this stock? There's a pretty severe lack of pre-1930s rolling stock of the normal size.
