Okay, Patrum Scuta has it's own lowborn.dds, so you just need to move this below.

Found the problem. You made an error in the file path, writing coatS_of_arms instead of coat_of_arms

This is weird. Replacing the same lowborn.dds file in this mod with your one works. The mods seem identical apart from the names, tags, workshop ids and .dds files.
