City State screen does not work when using CQUI with GoldenAge. Only the first city state you meet is listed, and the sub text is messed up. Literally cannot use CQUI, please help!

The envoy and city-state screen doesn't work correctly. You can only see the first city state and can't assign envoys. Any idea what the problem might be?
