This could use the "plunder" downside, like Egyptian burial tombs. It fits the economic strength of the wonder and flavor of the lore.

there should be more gold from gold mines, silver mines, and gems because thats why the dwarves liked this place so much

imo, thats the best thing about wonders, they actually appear, but firaxis has made it reeeaaaally difficult for modders to add them ingame without changing the dll (which would make them incompatible)

You could consider adding visual effects(like the barad dur tower appearing when you have build it; or the gate of erebor appering in a near mountain

yeah, i can make the arkenstone non tradeable by changing the xml, hmm i would add some gold but their forges were pretty famous and they were a production powerhouse with all their mines

I'd just make it give +10 gold and maybe work into trade routes somehow, but that's just me. Giving it the akenstone doesn't make much sense because it wasn't a tradable resource.
