As others have said, this is way overtuned (ie too strong). Just too much output for one wonder, even an industrial era one. I would take away the gold entirely (if your thinking is that it provides some tourist dollars, then EVERY wonder should have a couple gpt) and also take away either the flat or percentage culture bonus.

This would leave it with: 5 happiness, ~2 culture/+10% culture, and the 2 congress votes, which is still a plentiful amount of bonuses. Compare that with Forbidden Palace: 1 Culture, -10% unhappiness, 2 votes. I understand wanting a custom wonder to be strong, but this one is just OP. On a smaller map 2 world congress votes can be a game-deciding factor.

I think this might be the most OP wonder on workshop.

Love it for once one of our building isn't a stupid decoration

I am disappointed with how over-powered this bldg is. Adds to gold, happiness, culture, etc... as well as extra votes in world congress! Just too much. Would prefer to see this as a unique building to a Canadian civ mod, however, as a world wonder it is not balanced.
