God, I forgot they moved it from garrysmod/addons to workshop/content. My bad. It's still fairly new LOL.

And then the item will be inside of a folder of the items workshop page ID.

The addons don't go into the addon folder anymore. Instead they are located here. Steam\steamapps\workshop\content\4000

Try re-downloading it. If you have, goto your addons folder and delete the .gma. Gmod W/S is buggy and sometimes doesn't correctly DL stuff.
