If you'd like some ideas on what can be added to the faction to make it feel a bit more fresh i would personally start with adding more world states with tech hunters involved, like the one a modder once did with catun, where instead of getting ruined and taken over by fishmen it gets taken over by tech hunters instead.
I would like to see a bit more of that aswell with other towns or even the possibility of restoring some waystaytion ruins if certain conditions were met (like killing off the skeleton bandits in stobes garden for example) or restoring a couple of buildings in mourn as shops or barracks if you killed the gorilla there, stuff like that i think would help the faction feel a lot more involved with the world than just wandering around old ruins and owning a few cities.
