If you want a good representation of this character's AI, think of a kid that is poking you constantly, and when you try do so something about it, the kid acts like nothing is happening and stop during 5 seconds. Then it keeps poking you. That's a good representation of the AI of this.

balanced isn't the right word, I meant they're relatively worse than the black badges.
(as an example) gold badges can beat ronald, black badges can beat golden ronald.
