Been awhile but it only affects the speed you gain XP in skill and not the cap

I don't think NPCs level up, so if this is only xp then of course it doesn't work for NPCs.

You still have to train the skills to get them to go up. the way to train toughness is getting hurt in combat.

This mod does not increase the cap of the skills only how fast they go up

By "10x all Skills" you mean that skills improve ten times faster, or that the skill ceiling is ten time higher (as in, our characters can now get their skills to 1000)?

It should only affect player squads and factions.
