@red5ryan , I believe you have not activated the mod or have another mod that conflicts with this one. I have checked and everything is fine, no pirates spawned.

I just had pirates show up in 3.6.1. Any idea what happened?

this mod also works with 3.4 :)

yes, it does work with any 3.0+ version.

I liked the old Stellaris idea that Pirates have to operate from empty space, that actually makes sense. Just spawning them in based on some protection value? Nope, doesn't do it for me and isn't a good game mechanic.
