I suspect that it is caused by the issue I previously mentioned, that it’s due to a lack of top-level characters in the society the moment when the progress bar reaches 100%. Which is a vanilla bug, and it’s not something that would be easy to resolve without creating more issues.
You can probably trigger the journey manually then via console command. Just put in “event HF.12001” in the console without the quotation marks.
The only thing I’ve otherwise figured out is that the event might not trigger properly if there aren’t enough top-level Heroes/Grand Masters in the society the moment when the progress bar hit 100%.
By that you mean you don't get the initial event that starts the Legendary Journey?
I can't reproduce it myself. It could be a old vanilla bug, since this exact same thing used to happen a lot previously in vanilla. Or, it could be caused by another mod that conflicts with Warrior Societies.
Also, which warrior lodge are you a member of? Can you post a save game?
Which setting are your game rule for the Aztec warrior society at? By default, only the player can create the warrior societies unless the settings are toggled on for the AI. Also, the requirements for forming the societies are strict, so you won’t see the AI creating them every game.
