It was an easter egg. Never a big focal point of the game, plus this scout was made to resemble a specific style that doesn't reflect TF2, maybe like a promotional figure for some sort of little league game.

shadowslayer, get the half-life 2 remade assets addon. it's technically half-life alyx but a lot of it goes unused in the files.

I come before you today to reveal a horrible accident in the Mercenary Jarate Jar Project. The place where I was hiding the jarate jar was actually on top of a kind of radiator, that was connected to our furnace. Basically the Scout figure has been boiled in jarate. Its yellow now. For comparison I also have another glass of jarate.
