这个名字: i have this issue as well. i can never remember which ones do and don't but i'm p sure leaving out the traffic lights for some of these roads is intentional, since these are smaller less heavily traffic roads in-game (idk about their real life equivalents!), which may have unintentionally made the railroad crossing not work?
