By default, the Shotgun Soldier playermodel is just a secondary skin for the standard Combine Soldier playermodel, so this is still useful for those who want the Shotgun Soldier to be its own playermodel.

Their is already a shotgun playermodel. If you go to the soldier Playermodel, their should be a shotgun soldier skin option. :D

It has to do with the material, I think it's the phong, but I could be wrong. I don't know what half the stuff in the material .vmt does, but messign with the values/commands will lead you to some different results.
