Yep, I get refunded $1 for every sign I place, and I get billed $1 for every sign I tear down. It's the other way around. But I'm making insane amounts of money (is this version of TF easier or am I getting better at this ?) so I'm not too worried. But yeah, it's a bug of some sort.

Quick question: does anybody else experience them receiving money for placing a "Bloksein"?

I'm playing it in a sandbox game for the moment, so it may be related to that or maybe load order shenanigans so that's worth testing still, but I'm getting $1 for every signal I place down.
