In Level Editor Mode, when you open the editor panel (click on the grey square with white mountain) there are level options and placeble objects under them. On the left of "Level Editor" text there is a white icon- click it, click "add map" and add the Monorail map from "Workshop Items", then select that map and press "play". The level and the train will load automatically.
