Amtrak wanted to use existing trains on its line, so they had asked trains from Europe. Siemens and ABB proposed their trains and both sent an example set. Siemens sent a refurbished ICE1 in 1993 and it travelled between Washington and St Louis. In the end, Siemens lost the tender process and Bombardier won instead, that's how Acelas are made.
