For example I'm hosting a game where Brazil is banned and as a host I want to block Brazil from being selected. Player shouldn't be able to select it.

What do you mean? Only the host can do that, and players can specify they dont want their ideology changed.

The screenshot tells all really. You can try it yourself, but the things you can see in the screenshot are what is currently implemented. I might expand upon the concept, but I'd have to get suggestions for what people want to see.
