Yep that's due to how repentance works, the mod is for Afterbirth+ I cannot prevent the mod from doing that without updating to repentance, which I have zero plans to do.

I found a problem with this mod, apparently, in Repentance it unlocks all characters in all saves, including the tainted ones

Thanks for bringing this up actually, the files got deleted. I don't really know exactly when the files of blue baby we're deleted, it wasn't intention deleting and I only realized after the release. I haven't fixed this as I haven't been working on the mod, lost interest. Sorry for the confusion on my end.

Azazel as a lot of problems due to the fact I don't know how to do layering for sprites, if I could layer a costume sprite over it as well as make it have charging animations I could make Azazel. I've also still been unmotivated to work/play Isaac at all.

Nope, the issue is, the costumes are found absolutely no where, as in the mod won't activate as if I don't even have it

Do you have any mods that are conflicting? Any mods that edit character animation or character sprites will cause the mod to not work correctly.

I do have afterbirth+ and my mods are enabled as I have quite a few

You must have Afterbirth+ purchased and installed in order to use mods, check your mods to see if it's enabled if not enable the mod.
