Maybe it was not Denmark that did the decision ; a Viking ruler had the Sweden kingdom title (but a vast territory with Norway; Sweden, Denmark, Saxony and Pommerania), and at his death, this big kingdom was split beetween his sons (Gavelkind you know ^^), and Iceland became danish

Anyway I fix the problem that creating kingdom of Norway, Iceland as a a free giveaway.
Basically CK2 trying to "fix" its de jure structure on every savegame starting. It causes the problem.

I fixed it with the console command "decision settle_iceland", the empty county became mine.
The main problem here was that when I created the kingdom of Norway, Iceland was settled by me (with a modifier "poor land" or something like that, that I was able to remove via a province decision) ; I would hav prefered that Iceland has been locked until the decision at the Viking Age.
However, it seems to work correctly for the IA in an other game when I play Venice... (entire Iceland became Viking, but de-jure Denmark this time).
Sorry for replying late and I can not reproduce the error you say. Would you upload the savegame that I can debug with?
But if you form the kingdom of Norway, Iceland is automatically settled... except the county of Vesturland which remains empty
Is it normal and will be fixed later in the game (I passed the Viking Age event and didn't get the decision to settle).

Yes, Irish monks makes sense. However, the game cannot model the small population you're talking about. What we have in vanilla is a fully-developed theocratic government, which does not reflect the historical reality of what the Papars were (or might have been).
In any case, even if the Papars were there before the Vikings, that doesn't mean they were there in 769. There's inconclusive evidence about when they actually first showed up.
So... having it totally uninhabited in 769 is probably the best solution that can be achieved in Ck2. If the game had 'natives' and uncolonized provinces like Eu4, that would be ideal; have a native population of Irish Catholics, that you can displace or assimilate - however, Ck2 can't model that.
