You can try reverting your game to the previous version, that should get the toolbox working. Then when you're done switch back to the latest update.

There's an attached DHD on the top of the gate, when you have 2 or more gates use the selection list in the DHD menu to pick which gate to dial.

You can either spawn it like a regular blueprint, or use a projector and build it that way. You'll need a 2nd gate of course.
