It could also go the other way - What if you don't have any Military City-states in your game? It seems a bit more random then most UAs. But I'm glad to play the Hittites!

I've played with this mod before; it's really not OP. Also, you get 1 free promotion with 2 allies (the first promotion is at 10 the second at 30). Also, Militaristic City States appear less frequently than other city state types. There's only on average about 2-3 on a standard map. Plus you have to meet that specific type, compete with others for it, and even if you meet it early game you won't have the gold to consistently ally till at least mid-game. The UA is strong but it doesn't really come into play till the mid-late game. Also its balanced out by an okay UU and a weak UB (both of which require resources).
