Yes, it is a park and it has low numbers to attract a few tourists and residents, and slightly increases the value of the houses around it. There are no, chairs, though, and not enough space to place a marker that makes people stand in one place. Those markers take up a *very* large spot, so there would be people standing inside the flower racks if I used one. That would look weird, so it does not have that feature.
